ISLAMABAD: In a stunning breakthrough, an Indian RAW-backed terror syndicate operating hand-in-glove with senior Taliban leadership has been found using Afghan soil as a launchpad to train and shelter terrorist and finance attacks in Balochistan and KP through proxies, Pakistani intelligence officials say.

Pakistan has for years reported that India uses Afghan territory to fund and arm separatist and militant violence on its soil. Islamabad has repeatedly raised this issue at diplomatic forums and backed with dossiers of its own. Both India and the Taliban regime in Afghanistan have previously dismissed such allegations.

But a classified document reviewed by The News this week goes further than any previous claim, laying out what it describes as a fully operational syndicate: a standing arrangement between RAW, Afghanistan’s intelligence apparatus and the top leadership of the Taliban regime, running training, financing and sheltering operations for militant groups striking inside Pakistan.

The proxies, as they are described by Pakistan, at the centre of this arrangement are the Balochistan Liberation Army (BLA) and the Tehreek-e-Taliban Pakistan (TTP), with money, training and shelter funnelled from outside towards a single objective: setting Pakistan on fire.

In a startling further twist, the document places the internationally banned al-Qaeda in the Indian Subcontinent (AQIS) inside the same nexus, positioned to carry out attacks on Pakistani soil.

According to the intelligence gathered by Pakistani security agencies, the BLA-TTP nexus took root around 2025, built on Afghan training camps already operating with backing from Afghanistan’s General Directorate of Intelligence (GDI). Acting on direction attributed to Taliban supreme leader Sheikh Haibatullah Akhundzada, the GDI moved to formally weld the BLA to the TTP and other militant outfits, with India’s RAW helping broker meetings to line up outside financing for the BLA.

The paper trail laid out in the document is quite granular. On May 26, 2026, it says, Mullah Shireen, the Taliban-appointed governor of Kandahar, met with AQIS and TTP representatives to secure backing for BLA operations. Three follow-up meetings took place that July: at the first, the GDI pledged full support for BLA activity inside Pakistan; at the second, held at a TTP compound in Kandahar, the BLA reportedly handed over 3.5 million Afghanis to the group Jamat-ul-Ahrar; and at the third, a sit-down between RAW and the GDI chief held outside Afghanistan, a decision was allegedly taken to bankroll coordinated BLA-TTP attacks across Balochistan, with RAW contributing more than 7.8 million US dollars.

The document also describes an emergency summit convened on August 26, 2026, in Kandahar under the patronage of the Taliban administration, bringing together senior BLA, TTP and al-Qaeda figures, among them Bashir Zeb, Khalil Baloch, Sifatullah Mengal, Anwar Nizami and Majeed Baloch of the BLA, and Hafiz Gul Bahadur, Mullah Mirajuddin, Mullah Asad Waziristani and Mujeeb ur Rehman Gujjar representing the TTP and allied networks, Pakistani intelligence sources told The News. BLA representatives raised concerns over manpower shortages, the document says, and were assured that TTP and AQIS fighters, weapons and logistics would be made available across Baluchistan.

The document further cites a directive from the Taliban’s Directorate of Bait ul Maal Stability, Registration and Supervision ordering weapons, including assault rifles, RPGs and ammunition, released to an outfit called the “Baloch Refugee Coordination Office,” described as a front for the BLA.

In perhaps its most explosive claim, the document, showed by the intelligence sources, cites TTP and AQIS fighters are carrying out much of the actual violence while the BLA publicly claims responsibility, a calculated arrangement designed to shield AQIS, a US-sanctioned entity, from international scrutiny. As evidence, it points to the September 4, 2026 attack in Ziarat, officially claimed by the BLA but allegedly carried out by TTP. Mullah Merajuddin Farahi, a former TTP figure, is named as the coordinator funnelling manpower, weapons and financing to the BLA, while newly recruited Baloch youth are said to be training at an AQIS facility run by Mullah Obaidullah Asim.

Two senior security officials, commenting on the document’s findings, said it corroborates what Islamabad has long suspected about the scale of cross-border facilitation, though they stopped short of detailing further. Attempts to reach the Taliban spokesperson for comments were unsuccessful.
