Former Ludlow bank manager pleads guilty to $335,000 theft using fake withdrawal slips

A former bank manager from Northern Kentucky has pleaded guilty to stealing hundreds of thousands of dollars tied to a bank fake scheme, according to federal prosecutors.

The manager, named as Reagan France, 36, pleaded guilty to federal charges of bank fraud after his appearance in U.S. District Court in Covington on Thursday, September 10, 2026.

France was charged with bank fraud, theft by bank employee and aggravated identity theft.

France used the credentials of other bank employees and fake cash withdrawal slips to make the transactions appear lawful.

The prosecutors alleged that in total, she had stolen roughly $335,000.

After France entered into a guilty plea, the court ordered it to pay restitution.

France, who had been employed as a branch manager of Home Savings Bank in Ludlow, northern Kentucky.

During the period from 2022 to 2024, she embezzled hundreds of thousands of dollars through illegal transactions on more than 20 customer accounts, the prosecutors detail.

“When a bank employee paid to protect customers’ money instead uses their position to steal from them, meaningful accountability is necessary,” said Attorney General Coleman.

Home Savings Bank issued a statement that indicates that the affected customer has been compensated.

France reportedly left the bank on the last day of 2024, per court documents.

France’s sentencing hearing is scheduled for January 13, 2027.
